CLA service for Fluid GitHub repos

Hello Everyone,
I’ve enabled the CLA assistant on the the IDRC and Fluid GitHub repos.
You’ll be asked to digitally sign a CLA when you make a contribution. You
should only have to do this once, but may be required to do so again in the
future if we update the CLA.

manage our CLAs and link it to all of the fluid-project

<https://github.com/fluid-lab> repos. We should also write up some
documentation about setting up new repos that includes the process for
adding CLA-Assistant to it.
