Proposals to cleanup fluid-project GitHub repositories

I managed to find some time before the holidays to complete the repo
cleaning. See below for a summary of changes.
Archived:
=======
Updated the description and README files to include a notice that the repo
is archived. Any open, reopened, in progress, and pull request JIRAs were
closed as won’t fix, with an “archived” label added to make finding them
later easier. All open PRs were mothballed.

makes them read-only and flags them as archived. For fluid-project repos
<https://github.com/fluid-project> this will be a way for us to
distinguish our current projects from ones which are no longer active. Note
that archived repos can still be forked and worked on elsewhere, and they
can be unarchived if work picks up again in the future.
I think that this will be a good opportunity for us to do some cleanup in
our GitHub space. Please see the two proposals below.
