Incubator repo space

I think it's a good idea to be able to aggregate interesting things being done by the community with our tools that don’t necessarily fall under the umbrella of larger projects like Floe & GPII.

We may want to think about what the administrative side looks like for a new repo space in terms of something that’s more distributed. What does the criteria look like for submitting & accepting projects into this space?

We’re approaching the end of GSoC 2016 and have several students working on interesting projects. As part of GSoC they are required to provide a stable link to their work. While the student could use their personal GitHub space for this, I would like there to be a straightforward way for us to keep track of and accumulate this type of work.

We have tried similar things in the past. When we were using SVN we had a sandbox space, and more recently we had the Fluid Studios<https://wiki.fluidproject.org/display/fluid/Fluid+Community+Studios> site. What I’m thinking this time is a new GitHub repo space for these types of projects, and they don’t just have to be GSoC related.
