Incubator repo space

We’re approaching the end of GSoC 2016 and have several students working on
interesting projects. As part of GSoC they are required to provide a stable
link to their work. While the student could use their personal GitHub space
for this, I would like there to be a straightforward way for us to keep
track of and accumulate this type of work.

We have tried similar things in the past. When we were using SVN we had a
sandbox space, and more recently we had the Fluid Studios
<https://wiki.fluidproject.org/display/fluid/Fluid+Community+Studios> site.
What I’m thinking this time is a new GitHub repo space for these types of
projects, and they don’t just have to be GSoC related.

Please let me know what you think.

Thanks
Justin
