Proposal: Move Inclusive Learning Design Handbook to docpad

Hi all,

Attached is a new revision of the Inclusive Learning Design Handbook. After
yesterday's design critique, I have made the following changes:

1. Search bar no longer occupies a separate line in small display views. It
is now in the top header and the "About" link has been turned into an icon
to make room.
2. The page current being viewed now has a more obvious style in the Topic
list
3. When viewed on small displays, the "Topic" pull-out ribbon appears as a
menu icon on a smaller ribbon.
4. Added mockup for how the Topic list would look like under the different
contrast modes.

Any feedback is appreciated as always.
