Proposal: Move Inclusive Learning Design Handbook to docpad

Hi Jonathan,

I’ve enjoyed using the local docpad configuration that Simon created originally for some of the projects, and it’s nice how similar it is when running it locally and viewing/editing it on github.  It was also pretty easy to start up the local docpad server.  I think it’s a good idea.
