You might want to look at the GSoC 2013 page we have started on our wiki. That will provide a list of potential GSoC projects for this year, as well as have links for relevant getting started information. In particular you may want to look at the "Infusion Documentation" section at the bottom of the page.

As for your question about where to start from, the documentation and the issue tracker are good places. Mostly likely any project posted will require you to either work with a Fluid Infusion based component or to make something new that uses Fluid Infusion as the framework. Meaning, getting an understanding of how Fluid Infusion works would be a good place to begin. Feel free to ask more questions here or in our IRC channel ( http://wiki.fluidproject.org/display/fluid/Collaborate ).
