[GlobalPreferences] PGA design: 3 ways to generate preferences

Hi Gregg,

I think automation can be helpful to a user. I imagine there will be
different levels of automation, and the approach will also likely need to
be balanced carefully as to not assume too much on behalf of the user.

Are you thinking that this intelligent system would automate repeat
behaviour only, or do you see the system performing more functions?
