UIO Strategy meeting recap

I've reworked the wiki proposal page presenting a new UIO API to reflect our latest discussions:

Please have a look. For those who've been involved in the discussions, if I've misunderstood anything, please let me know. Everyone, please give some thought to whether or not this seems reasonable to ask of integrators.

In particular, in the section titled "Use Case: 3rd Parties Wanting A Subset Of The Starter Set," two alternative options are presented. I'm interested to hear thoughts on which of these alternatives seems preferable. We will support both, but I'm wondering which one we should recommend.
