Choosing a Content Simplification Option

I'm not sure, based on the description here, that I understand clearly enough how each approach is intended to work from a technical perspective. Can you elaborate? For example, can you describe how each approach works, and what an implementer will be be required to do? What does it mean to "trigger a responsive layout?" etc.
