PGA use cases

Hi Jon and Jess,

I started working on first use cases for PGA (Preferences for Global
Access). You will find them here:

This page also contrains a first draft for a 'Learner Ecosystem', that used
together with User States and Contexts may be useful to distillate diverse
use cases (I attached the graffle file in case you want to do any change).

I will prepare more use cases next days. Please feel free to make
additions, modifications, etc.
