Wordpress UIO theme plans / IDI site theme plans

As part of the work to implement the new designs for the IDI website (which will be a Wordpress instance), we're going to put together a simple 'base' Wordpress theme that incorporates UIO and little else. This theme will be useful as a "parent" theme for any Wordpress sites that wants to incorporate UIO, without requiring cutting and pasting of the code and markup for it.

The base Wordpress theme will include a minimum set of files:
  - style.css
  - index.php
  - FSS files
plus whatever else we determine to be required to support UIO (for example, a functions.php file, if it turns out to be necessary).
