Tooltips on Video Player controls? (for minimum viability)

I agree with that--the tooltips should be part of our minimum viability requirements. It's the most basic form of help we can offer users wherever icon or interface familiarity fail. I imagine the text for the tooltips would also overlap heavily with what we read out to the screen readers.
