New Uploader server for QA testing

Hi everyone,

Cindy and I have been working on a replacement for the old Berkeley Image Gallery, which we have been using as a QA test server for the Uploader over the past few years.

This new Image Gallery is light and simple. Unlike the previous Gallery, it's not intended to be a real application--it's entirely optimized for Uploader QA testing. The server side is about 100 lines of PHP code, and the client side is an exemplar of IoC, consisting of a handful of small, self-contained JavaScript components. The UI is currently a bit rough, but we're hoping improve it before the release.

The other major feature of this test server is that it allows testers to reconfigure the Uploader on the fly, letting them adjust some of the key queue options in order to fully test the component during QA.

There are still a few lingering IE-related bugs, but I think this is ready to reviewed one last time and moved into the project space on Github, as well as replacing the old Java Image Gallery on the daily build server.
