Infusion 1.4 - Partial Code Freeze and Testing

We're at the point now where the only active development should be on items related to UI Options. We are now imposing a code freeze on all other parts of the code base for Infusion and are opening up testing on everything except for UI Options, FSS, and Table of Contents.
