what's left for the Infusion 1.3.1 release

We're getting to the end of the 1.3.1 release. We were hoping to have it out today, but came across a few more issues that we had to hunt down. They turned out not to be blockers, but we thought it better to make sure of that. 

Here's what's still left to do, in no particular order:

- update repo to 1.4-snapshot
- update readme for snapshot
- update pom for image gallery
- update website (links to demos, news item, version numbers, links to release packages)
- update jira (release in jira, update affects, punt out of 1.3.1)
- review "release process" wiki page
- update wiki (e.g. release page)
- update builder and test
- send announcements.
