what makes a good component candidate?

Hi Heidi,

For Decapod, and I imagine for FLOE as well, it would be useful to be able
to draw and move regions annotated regions for visual content.

In Decapod, the user needs to be able to draw out, resize, and move a box
that bounds the text content of a page spread. (See attached image).

For FLOE, I imagine something like this would be useful for annotating
visual content like images and videos with supplementary information.
Something like this is done on Flickr, YouTube, and Facebook.

The interesting thing to consider is how to make this component usable for a
wide user base:
- what are the keyboard equivalents?
- how do we reduce the motor function required to operate the component?
- how would such regions be notified to the user if using an AT like a
screen reader?
