is changing styling changing api

I was just talking with Michelle about some code reviews. As part of this we were talking about some styling changes that have happened for some of our components. The question came up of whether changing styling was also changing API, since this may cause the integrator to have to make additional changes (update their styles, if they don't like the new defaults). 

What do others think about this?
