FLUID-3754: List and Layout Reorderer Designs - ready for implementation.

Ah, I keep forgetting that's a feature now. ;)
For the Layout reorderer, wrapping will be turned off. For list reorderer,
wrapping will be on.
In the end, however, we'll have a different demo to show off enabling /
disabling wrapping. Colin had mentioned that this may be something to use
with UI Options.
