Updating the 'fix for' version for 1.3

Hi everyone,

There are a couple of JIRA gardening tasks that need to happen now that the release is just about done. 

Can you please take a look at any open JIRA issues that are assigned to you and have a fix for of 1.3?  These should either be closed if they are completed or the fix for should be changed to another release.
