Uploader JIRA update for Infusion 1.3 bug parade

Hi Colin,

Thanks for this. I think the new jiras make sense, and is much better than filing everything under a giant umbrella issue. This should help keep everything scoped properly, especially as we are approaching our deadline.

I'll be updating bug parade shortly with these changes.
