Tag tasks

Hi everyone,

At the dev meeting today we talked about what needs to be done for the  
Engage 0.1 release. For Tags to be ready to release in the 0.1 product  
we still need to:
1. Implement the ability to add and remove tags
2. Implement posting tags to CouchDB
