Jira Escalation

It seems that we are collecting issues in jira, that we aren't able  
fix because they are the responsibility of a third party (i.e. some  
browser issues).

Last month we had hoped to create a new status type for these kinds of  
issues. Unfortunately that would require the creation of a jira plug- 
in to work. As an alternative, I have created a new resolution type.
