builder: title attributes of the module & keyboard nav.

Hey Alison,
After some more thought, I think the simplest approach we can do is to go
back to an earlier iteration of the design and just have the description
subtext always visible. There was a time when it was visible only as a
rollover, but that wasn't as smooth an effect as desired.

Since the builder will be in a different context than originally thought, I
think we dont need to worry about the clutter issue.

I think I'm just repeating what you already said, but does this sound
reasonable?
