VULab scope document

I have just posted at
http://wiki.fluidproject.org/display/fluid/VULab+scope a document
outlining the scope of the VULab project as well as a development schedule
that will take us to the formal end of the project. Please take a look and
if you have any questions, comments, or suggestions please add them to the
wiki or send them to the list.
