Commit Freeze for 0.4 beta

Hi everyone,

Just a reminder that we are now in commit freeze mode for the 0.4  
beta. We will let you know when the freeze has been lifted and the  
beta has been cut and posted. Work in branches and the sandbox can  
continue as normal.
