Date widget

Hi all.

As it happens I have a few JIRAs assigned to me to change the date  
widget in the velocity based tools (announcements, schedule,  
assignments, resources). It would be great to coordinate things so  
that all tools, regardless of presentation layer choice, could use  
the same *great* widget.  I have jotted down some notes/requirements  
for this.

So - count me in...
