FLUID-1334 Review

I've looked this one over. It seems ok, except for weirdness in IE (6  
and 7) if you try to pick the Image Reorderer portlet up when most of  
it is off-screen (below the bottom of the window). I think it's  
actually a manifestation of a different issue, FLUID-894, which is  
still open.
