Renaming the Portlet Layout Manager

I will be modifying any relevant wiki pages that refer to the  
component as a Portlet Layout Manager, or Portlet Reorderer, or  
anything else that should be changed to Layout Customizer, so if  
you're looking for a wiki page related to this component and can't  
find it, try the new name :-)
