Reorderer testing page issue

It's not clear to me what elements are supposed to be subject to 
reordering on the following protocol test page:

None seem to be movable, although that may be because in the Bookmarks 
Portlet/panel all of the items below the save and cancel buttons do not 
appear to be loading properly (the items are missing icons that should 
be associated with the text).
