Release Prep: Please update JIRA

As the 0.3 Release date approaches (April 25), I'd like to ask folks  
to update issues in JIRA.

Please ensure that the Fix Versions of issues in JIRA are set  
correctly. If you are planning to resolve an issue or complete a task  
for this release, please ensure that the Fix Version is set to "0.3."  
If not, please set the Fix Version to an appropriate setting other  
than 0.3. If you don't know when you'll be completing it, set the Fix  
Version to "Unknown."
