Membership Tool design meeting

OK, folks. I've updated the mockups as best I could from our review
meeting this morning. I'll obviously be making changes based on the
user testing Julie is going to be doing tomorrow, but other input is
welcome as well. BTW, I'm thinking this updated Membership tool should
just be called "Sites."
