I personally think that we should use a Fluid-specific instance of  
JIRA for Fluid-specific issues, in particular since we will be  
developing Fluid components for non-Sakai uses. That said, we need to  
be careful to distinguish between Lightbox issues and Gallery issues,  
and post them in the appropriate JIRA. If there are cross-references  
(e.g. discussions in one jira about issues in the other jira) the  
discussions could include a link to the appropriate issue.

I do agree with Antranig that the general public should be able to  
browse and read the issues without having to have an account and log  
in. However, I think that an account should be necessary to create or  
edit issues, just as a general security measure against spam, etc. I  
know it's not foolproof, but it will help.

I had a look at the existing JIRA site for Fluid. Anyone is free to  
create an account for themselves. The site hasn't yet been configured  
with projects, but we'll look into that today.
