JIRA time

I think it's high time Fluid gained some kind of JIRA so we can keep proper
track of our outstanding architectural issues. We *might* have one already that
skipped my attention but it doesn't look like it!

Closest thing is this, which looks like it's just a standard confluence
demonstration/advertising page

I guess we could save on the annoyance of setting one up by just grabbing
a bit of the namespace from the main Sakai one? I suspect you'd also be
welcome to do the same at CARET, although it looks like currently our
self-serve for accounts is a bit limited.
