Gallery tool refactoring complete

Hi Antranig.
With some recent updates to the templates and Dojo code, the Lightbox is
once again functioning as we expect with respect to the new directory
structure. I've also updated the Development Wiki page to reflect these
changes.

If anyone has any problems with this, please report them to the Fluid-Work
mailing list. The up side of this refactoring is that we can test without
having Tomcat running, which speeds up processing and development immensely.
Thanks so much for doing this! The refactoring and the maven 1 & 2 build
files help a lot.
