New technical notes on the Reorderer component

Hi everyone,

As many of you have probably heard, we're starting in on the process of 
refactoring out the re-ordering logic from the Lightbox. We'll be 
creating a new JavaScript object that can be used to provide accessible 
drag-and-drop services for new Fluid components.

The working name for this library is the Reorderer. It's a bit of a 
mouthful. Any suggestions for a better name?

Joseph and I have been working on some architecture notes for this 
refactoring. Take a look and let us know what you think. Be forewarned 
that much of this material is quite technical in nature.
