work that may be helpful on the "iframe" problem, or the problem of  
managing collections of ui components:

gajos uses a cost function to configure a collection of UI elements  
dynamically on the screen
the cost function can reflect individual user needs/preferences, such  
as that mouse targets have to be at least a certain size, as well as  
cost of scrolling
the approach copes well with mapping a ui onto different screen sizes

I don't know specifically if his approach is smart enough to avoid  
generating nested scroll bars, but I think it could be
