FLUID-3122: In order to avoid breaking existing Image Reorderer users, I've moved the old ImageReorderer.css back into core, and moved NewImageReorderer.css
into the demo portal. We're adding a note to the demo for Image Reorderer about the fact that the CSS and HTML used in the demo portal are simpler and prefer
red for many uses.  I also added a comment at the top of ImageReorderer.css noting that it is now deprecated.
